In Gotham, a criminal in prison is hatching a scheme.

“Fear…yes…fear,” says the Criminal.
Meanwhile in Halloween Town, Jack is growing concerned about the safety of his town.
“I wonder if it’s possible that this town will ever be safe,” says Jack. Then he heard the radio. The Cornerian Army was keeping a good eye on Earth. That gives Jack an idea. He goes to Sally.
“Are you sure about this?” says Sally.
“Not really, but I need to be sure,” says Jack.
“Well, here’s a hat and a jacket for you,” says Sally.
“Thank you,” says Jack, putting the jacket and hat on.
Jack is about to head out. “Farewell my friends. Until we meet again,” says Jack.
All his friends waved good-bye.
Jack saw a train while walking and decided to hop on. “Well, this train might take me to them quickly,” says Jack. The next night, Jack was waking up and he saw that he was in Gotham City.
“Oh Dear, maybe this isn’t the right place,” says Jack.
He saw gangsters, and the gangs are led by The Ventriloquist and Scarface.  
“Alright, let’s get this money in the car right now,” says Scarface.
“What if the cops show up?” says one of the criminals.
“Then we’ll shoot down these hostages,” says Scarface.
“Oh, we’re not really going to do that, are we?” says The Ventriloquist.
“If they are quiet, we won’t have to.  Now, shut it, dummy!” says Scarface.
“Oh, that cannot be good,” says Jack. “I better find a way to help these people.”
Jack sneaks in to release the prisoners.  Then the gangs spot the escaped civilians.
“Hey! Where do you think you’re going?!” says one of the gangsters.
Then, they saw Jack.
“What- is that an actual skeleton?” says one of the gangsters.
“It’s just one skeleton! Get him!” says Scarface.
Jack tells the civilians to run to safety.  One by one, Jack takes down the gangsters.
“All this money.  Now, why do you want to steal this money when you can just get a job?” says Jack.
“It’s not my idea! It- it was Scarface! He forced me into it!” says The Ventriloquist.
“Shut up, dummy!  If you want something done right, you just have to do it yourself!” says Scarface.
Scarface pulls out a machine gun, but Jack quickly gets out of the way.
“Listen up, bone head, I don’t know what you are or what you’re doing here, but no one messes with me!  Whoever crosses my path is dead!” says Scarface.
“Well, technically, I’m already dead,” says Jack.
Jack runs to Scarface, grabs him by the face and kicks him in the stomach.
“Don’t just stand there, dummy! Get him!” says Scarface.
Suddenly, Red Hood appears and shoots Scarface in the knee.  He then turns to The Ventriloquist.
“You’re at it again,” he sighs.  “I’m very disappointed in you.”
“Please, it’s not my idea! I tried!” pleas The Ventriloquist.
“You should have tried harder,” says Red Hood.  He is about to shoot The Ventriloquist, but Jack tells him to stop.
“Don’t shoot him!” says Jack.
“And why shouldn’t I?” says Red Hood.
“Because he’s doing it out of fear,” says Jack.
Red Hood sighed and just knocked out The Ventriloquist.
“So, what’s a skeleton like you doing in Gotham?” says Red Hood.
“Well, I was hoping the Cornerian Army would help protect Halloweentown,” says Jack.
“Hmph, well, today’s your lucky day, because they’re going to come to Gotham to check things out.  Of course, this place has crime, so I guess we’re going to get an ‘F,” says Red Hood.
“Isn’t there supposed to be a Batman?” says Jack.
“There is no Batman,” says Red Hood.
Suddenly, the T.V. has the news come up. “The police station is under attack and the smoke is causing the police to panic in fear,” says the news reporter.  The news reporter is affected by the smoke, causing him to panic in fear also.  
“I better hurry and get to the bottom of this,” says Jack.
“Here’s some advice: don’t let any humans spot you,” says Red Hood.
“I’ll do my best,” says Jack.
Jack goes to the police station and sees the smoke coming from an air tank.  Jack quickly turns off the air tank.
“Hmm, it seems my fear smoke has no effect on you,” says the criminal, walking towards Jack.
“Who are you?” says Jack.
“The name is Scarecrow,” says the criminal.
“Why are you doing this?” says Jack.
“Without fear, life is meaningless.  You, of all people, should know that,” says Scarecrow.
“But what you’re doing is wrong,” says Jack.
“Right.  Wrong.  There’s no such thing.  All that matters is fear,” says Scarecrow.
Scarecrow’s henchmen appear.  
“Dispose of him,” says Scarecrow.
“With pleasure,” says one of the henchmen.
Scarecrow leaves, leaving the henchmen to Jack.  Jack doing well against the henchmen.
“That’s it!  I’m going to break those bones of yours!” says one of the henchmen.  Suddenly, the henchmen stopped.  He saw a bat-like monster.  The bat monster screams at the henchmen.
“Please!  No more!  Please!” says one of the henchmen.
Jack didn’t see the bat-like monster.  “Now, what was that about?  Well, I’ll have to worry about that later.  I better get out of here,” says Jack.
Outside, Jack goes to Red Hood.  “So, when is the Cornerian Army coming to Gotham?” asked Jack.
“Who knows,” says Red Hood.
“Why does the Cornerian Army want to come to Gotham?” asks Jack.
“To check out the police station, and to see how well we’re doing,” says Red Hood, sarcastically.  
“Well, I’m sure Gotham will get better, sooner or later,” says Jack.
“Don’t cross your fingers,” says Red Hood.  And with that, Red Hood leaves.
“Hmm, I wonder what Scarecrow is up to?” says Jack.
Jack saw Nightwing and decided to follow him.  He followed him into a building.  “Hmm, what’s he doing?” says Jack.
“You can stop hiding, I know you’re out there,” says Nightwing.
Jack reveals himself.  “I don’t mean any harm, I just want to know who Scarecrow is,” says Jack.
“He’s a criminal,” says Nightwing.
“Isn’t there supposed to be a Batman?  Did something happen to him?” asks Jack.
“Scarecrow threatened to cause Gotham to panic.  The police tried to stop him with Batman, but Scarecrow captured Commissioner James Gordon’s daughter and Robin.  Batman rescued Gordon’s daughter, but he got captured himself.  And he forced Jim to reveal Batman’s secret identity on television.  He used the fear drug on Batman, but Batman resisted it.  And it put the fear drug into Scarecrow, and he was captured and put into jail.  After that, Batman went to his mansion, and blew it up with himself in it,” says Nightwing.
“I’m so sorry about that,” says Jack.
Suddenly, Gentleman Ghost appears.  
“At last, the Dark Knight himself has perished,” says Gentleman Ghost.
“And you’re supposed to be a gentleman.  Guess I’m going to have to knock some sense into you,” says Nightwing.
“I’m afraid it’s you who’s going to get knocked out,” says Gentleman Ghost.
Gentleman Ghost attacks Nightwing, but Nightwing blocks the attack.  Jack throws Gentleman Ghost to the ground.  
“Well, this isn’t the right place for a battle.  Follow me if you want to continue this conflict,” says Gentleman Ghost.  The two follow him into a graveyard.  
“You’re dead, just like me,” says Gentleman Ghost to Jack.
“And you’re a ghost,” says Jack.
“Indeed.  And you are a skeleton,” says Gentleman Ghost.
“Why are you doing this?” says Jack.
“After the demise of the Dark Knight, only his sidekicks remain.  Once I take care of them, all the riches in Gotham will soon be mine,” says Gentleman Ghost.
And with that, Jack and Nightwing fight Gentleman Ghost.  In a couple of minutes, Jack and Nightwing beat Gentleman Ghost.
“Dargh!  You’re dead!  And you dare protect the world of the living?!” says Gentleman Ghost.  
“I do.  And you are no gentleman!” says Jack.
“I’ll get you for this!  I swear it!” says Gentleman Ghost.  Nightwing knocks out Gentleman Ghost.
“Well, that takes care of that!” says Nightwing.
“So, what’s next?” says Jack.
“Simple.  Try to find Scarecrow,” says Nightwing.
Meanwhile, in Scarecrow’s hideout, Scarecrow is trying to conquer fear.  He turns on the fear smoke and inhales it.  He’s trembling in fear at first, but he begins laughing.  
“Yes…I have conquered fear itself!  I am its master!” says Scarecrow.  
Meanwhile, in the city, Jack was on the rooftop of a building.  He hears the radio; it was the Clock King.
“I have planted bombs throughout Gotham.  You have not much time.  Give me all the money in Gotham.  If time runs out, Gotham will be destroyed,” says Clock King.
Jack calls Nightwing and Red Hood.  “There are bombs in Gotham,” says Jack.
“Well, the only thing we can do is split up and deactivate the bombs,” says Nightwing.  So, the group splits up into three.  Jack goes to almost everywhere in Gotham to deactivate the bombs.  In a couple of minutes, all the bombs are deactivated.  
“I deactivated the bombs,” says Jack.  
“Yeah, we all deactivated the bombs,” says Red Hood.
Suddenly, Clock King attacks Jack.  “It seems all the bombs have been deactivated,” says Clock King.  
“Are you working with Scarecrow?” says Jack.  
“No, I’m doing this on my own, says Clock King.  
“So, why are you doing this?” says Jack.
“I have no reason to tell you.  Now it’s time to battle,” says Clock King.  Jack and Clock King begin to fight.  In a couple of minutes, Jack beats the Clock King.  
“You’re going to have to answer for your crimes,” says Jack.  
“It’s not my time,” says Clock King.
“Please, no time puns,” says Jack.  He puts handcuffs on Clock King.  Jack goes to Red Hood and Nightwing.  
“So, how’d it go?” says Red Hood.
“Clock King has been defeated,” says Jack.
“Well, that’s good news,” says Nightwing.
Suddenly, the Cornerian Army appeared.  
“At last!  I finally get to talk to them!” says Jack.  
“Well, I guess having a long night is worth it,” says Red Hood.
The group goes to the army and asked the colonel: “May I have a word with you?” says Jack.
“What do you want?” says the colonel.  
“I’m from Halloweentown, and it’s been under attack a couple of times.  So, will you help me protect it?” says Jack.
“You’ve come a long way to get here, haven’t you?” says the colonel.  
“Yes, I have,” says Jack.
“Too bad, we have to refuse,” says the colonel.  
“But, why?!” says Jack.
“Because we’re here to keep an eye on Earth, not to protect it,” says the colonel.  
“Now, wait just a minute…this guy came a long way from his world to meet you,” says Red Hood.  
“That’s not our problem,” says the colonel.
“But in New York, there were Titans attacking it, and you helped them,” says Nightwing.  
“Because the Human Race is incapable of doing so.  Now, excuse us.  We’re here to check how Gotham is, and looking at it now, it has got the be the most pathetic city on this planet!” says the colonel.  And with that, the colonel leaves.  
“Well, that couldn’t have gone worse,” says Red Hood.  
While the colonel is looking at Gotham, he is effected by the fear smoke.
“It seems that you’re all bark,” says Scarecrow, walking to the colonel.
“You humans can’t be capable of this!” says the colonel.  
“No, just me.  And thanks to you, I’m going to spread fear into the entire world,” says Scarecrow.  
Meanwhile, Jack was feeling disappointment.  Then, he meets Shadow the Hedgehog.  
“It hasn’t really gone well, has it?” says Shadow.  
“No, it hasn’t,” says Jack.
“What do you think is going to happen?” says Shadow.
“I guess I thought…I asked them to help…that way everyone will be safe,” says Jack.
“You can’t expect everyone to be safe.  There will always be something; some kind of crisis will happen,” says Shadow.
“You fought beside Batman, didn’t you?’ says Jack.
“Yes, I have.  An organization called Gun is trying to wipe out all the Mobians, but he and I stopped them,” says Shadow.  
“There’s one more thing I have to do,” says Jack.
“And what would that be?” says Shadow.
“Find Scarecrow, and put an end to all of this,” says Jack.
Jack goes to Scarecrow’s hideout.  Scarecrow was talking to Jack through the monitor.  “You’ve made it this far, but the time has come to end this.  As I speak, my men are taking over the ship of the Cornerian Army to spread fear smoke to the world.  You cannot stop me,” says Scarecrow.  
“Scarecrow, I’m here to stop you!” says Jack.
“Come and see who is the true master of fear,” says Scarecrow.  
Jack quickly runs from room to room to find Scarecrow.  He finally found Scarecrow.
“So, you’ve come at last,” says Scarecrow.
“I can’t let you do this, so I’m going to stop you!” says Jack.  
“You are too late.  The ship has launched.  Soon the fear will consume the world,” says Scarecrow.  
Suddenly, the ships are exploding.  
“How can this be?!” says Scarecrow.
Shadow the Hedgehog is destroying the ships.  “Hmm, looks like that’s the last of them,” says Shadow.
“Your plan has failed.  Now, surrender at once,” says Jack.  
“No.  I’ve come too far to surrender.  If I can’t spread fear to the world, then I will spread the fear to Gotham!” says Scarecrow.  Jack and Scarecrow begin to fight.  After Jack punches Scarecrow in the face, Scarecrow retreats upstairs.  Jack followed him and reached the outside on the top of the building.  Scarecrow tackles Jack.  
“Fear…is everything.  Fear is power.  And with fear, I will conquer the world,” says Scarecrow.  
“Not if I’m around!” says Jack, grabbing Scarecrow’s hands.  He keeps quickly punching Scarecrow.  Scarecrow tries to scratch Jack, but Jack quickly grabs Scarecrow’s arm, and keeps punching him in the stomach.  Scarecrow is beaten to the ground.  
“It’s over,” says Jack.
“Not yet.  This building is full of detonators.  Let’s see how you survive if all your bones are in pieces!” says Scarecrow.  Jack quickly jumps out of the building and grabs a flare as the building explodes with Scarecrow in it.  
“Why are there so many explosions?” says Jack.
Jack regroups to Nightwing, Red Hood, and Shadow.
“It’s finally over,” says Jack.  
The colonel appears.  “This is not over.  Just because you save this worthless city doesn’t mean I respect you,” says the colonel.  Suddenly, General Pepper appears.  
“Colonel, what is the meaning of this?  I thought I told you to check on Gotham, not insult it,” says General Pepper.
“General, this skeleton thought we were going to protect him, but just look at him!  He’s a skeleton!” says the colonel.
“This skeleton asked for a request, and you just refuse it?  That is unacceptable,” says the general.  
“But, general-”
“I don’t want to hear it.  Now, report back and tell everyone what happened.  Especially the part where you were consumed by the fear smoke,” says General Pepper.  Then the colonel left.
“I’ve heard about you, that you stopped Scarecrow.  And, you’ve come a long way just to meet with me, haven’t you?” says General Pepper.  
“Yes, I have,” says Jack.
“The only reason we came to Earth is because the universe has been attacked by Earth.  Not to protect it,” says the General sadly.
“Oh…I see,” says Jack.
“But, if you need help, we will gladly give you a hand,” says General Pepper.
“Thank you very much,” says Jack.
The next day, Jack is about to leave.  Then he saw a bat-like monster.  Jack and the bat-like monster stared at each other.  Then the bat-like monster disappeared.  
“You’re going back, aren’t you?” says Nightwing.
“Yes, I am, and you know something?  I don’t think Batman is dead.  His soul is watching over Gotham, protecting it, as Gotham’s Dark Knight,” says Jack.  
“Well, I hope you’re right,” says Nightwing.  
And with that, Jack goes to the train, and returns to Halloweentown.
